Civil Air Patrol is an all-volunteer, civilian auxiliary of the US Air Force. CAP is tasked with Search and Rescue (we conduct 92% of all inland searches for missing aircraft), Disaster Relief, and other life-saving activities. We regularly hold training events to develop skills and test our members. August 28-30 we will be holding our large quarterly training exercise. We would like to place 1-2 "victims" of a downed aircraft on the property on Saturday morning (8/29). Our search aircraft will then locate the victims (who will use non-pyrotechnic signals like mirrors). Ground teams will then arrive to find, rescue, and transport the "victims" to safety. Our members are all highly-trained volunteers (both aircrews and ground teams alike) and all are cross-certified with the California State Offices of Emergency Services as Disaster Relief Workers. Training on private property allows us to use unfamiliar terrain as well as testing our teams that they follow correct procedures to request permission to enter the property. We expect that all activity will be completed by Saturday evening, though it is possible they might need to return on Sunday if they do not successfully rescue both victims on Saturday. We'd also like to explore the possibility of having the ground team(s) camp overnight on the property (each team is typically made up of 6 volunteers). We expect no environmental impact - all signals will be removed from the property and none require altering the landscape or impacting earth or foliage. Most activity will be on foot once on the property as well.
